Led by President Karol V. Mason, John Jay is a federally designated Hispanic-serving institution, it is ranked third in the nation in Black student success, and it is a top ten institution for promoting student social mobility. The College participates in the doctoral programs of the Graduate Center of CUNY, and offers bachelor???s and master???s degrees both in traditional criminal justice-related fields of study as well as in a robust portfolio of liberal arts and sciences programs that highlight themes of justice across the arts, sciences, humanities, and social sciences. POSITION OVERVIEW Reporting to the President, the Vice President for Finance and Administration and Chief Operating Officer (VPFA & COO) will lead the development and implementation of John Jay's integrated strategic financial plan, the College???s operational activities, and its administrative policies and procedures. The VPFA & COO is responsible for the leadership and management of financial and administrative functions of the College, including Business Services, Accounting, Purchasing, Bursar, Public Safety, Human Resources, Information Technology, Capital Projects, Facilities, and Events Planning. The VPFA & COO provides vision, leadership, and administrative oversight for a portfolio that encompasses the fiscal management of all revenues and expenditures for the College as well as the auditing, budgeting and spending of the Auxiliary Service Corporation and Student Activities Association. The VPFA & COO must be an advocate for funding John Jay College. The VPFA & COO is responsible for the college's $203 million current operating budget and provides regular financial management reports to the President and the University. Additionally, as a key senior administrator, the VPFA & COO partners closely with his peer colleagues within the Senior Leadership Team to holistically advance the College and strategically advise the President on top institutional priorities, opportunities and challenges. Furthermore, in partnership with the Vice President of Institutional Advancement, the VPFA & COO develops strategic investing, spending, and budgeting policies for the John Jay College Foundation, Inc. As a Trustee on the John Jay College Foundation Board and staff representative on the Investment and Budget Committees of the Foundation Board, the VPFA & COO collaborates with the Vice President of Institutional Advancement to provide the Foundation with critical guidance, financial analyses, and comprehensive fiscal reports, which fuel the Foundation???s continued enhancement and success. Until further notice, this is a hybrid position, eligible to work remotely and work in the office, and this position is based in New York, NY. Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Being fully vaccinated is defined for this purpose as being at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Final candidates must be fully vaccinated as of their first day of employment. QUALIFICATIONS This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. OTHER QUALIFICATIONS The ideal candidate should have a minimum of ten years of responsible senior level fiscal management and a proven capacity to lead a wide variety of financing and revenue generating techniques. An advanced degree in a related field is preferred. Special interest in candidates holding an MBA, MPA, Masters of Finance or Masters of Accounting. The candidate must demonstrate strong leadership and communication skills; proven or demonstrated commitment to diversity; familiarity with New York City and New York State operational and capital budgeting practices; commitment to the teaching mission and related functions of the college; commitment to openness of information; application of high ethical practices and strong internal controls. Knowledge of operations, finance, and capital processes within the CUNY central administration and an understanding of funding and resource allocation processes within City and State government is an asset.
