POSITION DETAILS
The CUNY School of Labor and Urban Studies (SLU) offers undergraduate and graduate degree programs in Labor Studies and Urban and Community Studies that are designed to meet the needs of working adults as well as traditional-age college students who seek to learn more about the challenges confronting poor and working-class populations in the workplace and in the community. It also collaborates with other units of CUNY to offer a range of college-credit programs designed to give workers the academic and technical skills they need for professional advancement. Its faculty includes distinguished scholars in the social sciences as well as expert practitioners in government, labor, and public service.
CUNY SLU seeks its inaugural Director for Human Resources. Reporting to the Dean or his executive designee, the director will be a trusted strategic partner executing proactive and mission-driven HR. By providing innovative solutions and exceptional service, the director will ensure the college is able to attract & retain a diverse and interactional workforce. The successful candidate will administer all workforce matters pertaining to SLU???s talent management, employee and labor relations, benefits administration, time and leave management, HRIS, employee communication, and compliance with applicable federal, state, and local employment laws, Board of Trustee By-Laws, CUNY personnel rules and regulations, and pertinent collective bargaining agreements.
The Director of Human Resources will be responsible for a growing and dynamic portfolio which includes:
- Implement and manifest mission-driven human resources; lead the planning and achievement of strategic HR goals and objectives, institutionalize policies, procedures and practices for efficient operations, and serve as both a resource and an advocate for faculty and staff at all levels of the organization.
- Directs employee relations, HR communications, talent management, coaching, and trainings, striving to continuously improve campus culture and sustain a diverse, inclusive, and learning community.
- In collaboration with College Counsel, prepare disciplinary charges and specifications, and Step I grievance responses; may represent SLU at grievances and arbitrations.
- Serve as the Title IX Coordinator for faculty and staff, as well as Ethics Officer.
- Represents the School at university-wide meetings as appropriate, and performs related duties as assigned.
NOTE: Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.
QUALIFICATIONS
Bachelor's Degree and eight years of progressively responsible experience in HR related experience and five years of leadership experience required.
Preferred Qualifications
- Master's Degree in Human Resources Management or in a related field.
- Professional HR certifications preferred, HRCI SPHR, SHRM-SCP
- Knowledge of the University???s various unions, collective bargaining agreements, New York State Civil Service Law, and higher education law required; strong preference for prior CUNY human resources experience.
- Experience with employee relations and labor relations, including conducting disciplinary hearings, grievance meetings and participating in arbitrations with counsel, administrative law judges and union representatives
- Must demonstrate excellent customer service, advanced interpersonal communication skills, and clear and effective writing skills to draft policies, practices, and announcements.
- Strong investigatory and negotiation skills, complimented by the ability to resolve inquiries and complaints from employees, customers, unions and regulatory agencies.
- The ability to work in a multicultural environment. Experience in the public sector and or understanding of CUNY and the role of public higher education highly desirable.
- Strong computer and financial analysis skills with experience analyzing data and budgets to drive decision-making.

Annual salary starting between $124,656 - $141,858, commensurate with education, credentials, and experience.

IMPORTANT NOTICE: Health Plan Coverage for Employees Hired on or after October 1, 2022
City of New York employees and employees of Participating Employers and their eligible dependents hired on or after October 1, 2022 will only be eligible to enroll in the Emblem Health HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.
After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day. Only after the 365th day can the employee participate in any Annual Fall Transfer Period.
An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to Emblem Health. An employee, or eligible dependent, must meet certain criteria and the request must be approved by Emblem Health before the exemption is granted. The HIP HMO Opt-Out Request Form and HIP service area are available on the Emblem Health website.
